UNCIL was launched as a Limited Company in 1994 with the task of assisting the economic and social regeneration of Upper Nithsdale. Although the initiative was instigated by Dumfries and Galloway Council and Dumfries and Galloway Enterprise, its structure, remit and programme have been the responsibility of a locally drawn steering committee.
