Early in 1983 a public meeting was held in the Council Chambers to discuss the possibility of setting up a local voluntary organisation to promote the formation and development of local groups whose aims were the improvement in all its aspects of the welfare of the inhabitants of Bute.
Financial backing was received from the Social Work Services Group at the Scottish Office; a full time paid organiser and part-time clerical assistant were appointed.
